LED Pole Light @ 480V with less than 22' pole height

The NEC has minimum pole heights for pole lights being fed with 480V. This applies to auxiliary equipment for electric discharge lamps. What if the pole lights are LED? There is also a footnote in the handbook to see 410.137 for auxiliary equipment limitations which is just more confusing.

I need some clarification on this. I have an LED pole light I need to circuit with 480V due to voltage drop but the township it where it will be installed in has a pole height limitation of 16'. The LED driver is part of the luminare mounted at up on the pole not separately.

Any input will be appreciated.



210.6 Branch-Circuit Voltage Limitations. The nominal
voltage of branch circuits shall not exceed the values permitted
by 210.6(A) through (E).


(D) 600 Volts Between Conductors. Circuits exceeding
277 volts, nominal, to ground
and not exceeding 600 volts,
nominal, between conductors shall be permitted to supply
the following:

(1) The auxiliary equipment of electric-discharge lamps
mounted in permanently installed luminaires where
the luminaires are mounted in accordance with one
of the following:

a. Not less than a height of 6.7 m (22 ft) on poles or
similar structures for the illumination of outdoor areas
such as highways, roads, bridges, athletic fields,
or parking lots

 
Should be looking at 210.6(C) not (D)

(C) 277 Volts to Ground. Circuits exceeding 120 volts, nominal,
between conductors and not exceeding 277 volts, nominal,
to ground shall be permitted to supply the following:
(1) Listed electric-discharge or listed light-emitting diode-type
luminaires

480V is phase to phase and does not exceed 277V to ground
 
And bigger picture is maybe that section should be revised to add LED, since its not electric discharge lighting.

480V is phase to phase and does not exceed 277V to ground

from reading the OP, that might be an assumption. Some municipal (and other) exterior lighting systems are 480 ungrounded or corner-grounded.
I will agree that this section is often misread and folks think you can not use 480 lighting where it is permissible when the system is 480/277.
The OP would need to verify (or I need to read more carefully)
