So, is that gonna kill the use of Type B LED tubes unless there is a listed kit?

If the LED lamps are listed and the installation instructions say to remove the ballast, I'd say your fine 110.3(B)

In WA if we remove the ballast there is a label to be placed on the luminaire.
Yes, all the Type-B tubes I've bought came with labels. I just hope the retrofit-able listing isn't tied to the fixture.

I'm retired and if I do anything, it is non-paying and only very close friends or family work. Last tubes I replaced with Type-B, I made up some extra labels with my Brother P-Touch so that anyone after me can't miss it.

I really like the Brother P-Touch even if the tape is expensive :)
