LED Strobe/Flicker then failure - non-dim

A client had many exterior embedded (concrete) "guts" replaced with LED Trims (Juno 838LED-13-3K-SR) that fit into the existing BK PL fluorescent housings. The landscape contractor just removed all the existing guts and installed the Juno. Three of maybe 30 fixtures have gone through the same failure sequence. This from the client:
": the LED, when turned on, blinks. Sometimes, it looks like it's almost on solidly, but it still flickers. Then goes back to blinking. Then, it eventually doesn't come on at all."
The client has asked if I have any ideas, I had guesses, heat dissipation, water intrusion, bad production

The LEDS are non-dimmable. They are on a relay module and are either on or off.
The original fixtures had problems with water intrusion, both from the conduits entering the sides of rough-in housings and those same housings getting set back into the concrete disallowing a good seal. I suggested sealing the tops and sides of all trims, leaving the bottom open for draining (just in case). I do not have a good solution for stopping moisture intrusion via the conduits.

My primary question is if anyone knows of viable potential causes for the failure mode these are going through.

I notice higher failure rate with different manufacturers I have never had a failure with RAB led fixtures but those Juno retro from lowes and Home Depot are not the quality of normal Juno products. I installed approx 450 led can lights not retro, last year with a failure of approx 10 cans. I would replace the bad fixtures and wait and see if more fail before I would blame the application. I have noticed if they are going to fail it is usually within the first week.

I agree that the interior LED cans form LOWES are not a high quality component, but, like you already pointed out, for the most part they function fine. These are outdoor embedded in concrete and I think they were around $150 each....but that really means nothing anymore, they could be just as low-qulaity and someone is just making more. The strobing is odd, as a pre-failure indication. The client sent me a video of it.

If there are 3 that have problems if I could I would swap one flickering with one that isnt and leave it for a day. Then Id take another one that flickers out an and hook it up to a cord from a different circuit and see what it does.Then Id take the third one out and return it for a new one so when you come back you can have one that should be hopefully good and hasnt been installed.
