Ledge in front of disconnect switch

Could I get someone's opinion on the installation of this disconnect switch? The disconnect is mounted right in front of a ledge that is about 2 feet. Is that a code violation having the disconnect mounted where this ledge is located? It doesn't seem to be safe working conditions. There is also mechanical piping in front of the disconnect. I assume that doesn't meet the 3 feet frontal clearance requirement? Thanks.

I agree it doesn't meet the working space requirement. Looks like you need install a platform to stand on over the pipe to be code compiant. Roofs can be challenging to comply with 110.26 I would probably let it go as is.
 
I agree it does not meet the textbook definition of the code but we do not live in a perfect world
 
Thank you. I believe the electrical inspector passed it so I'll let it go. I was just curious what people thought of the installation. Thanks.
