I am working on a rooftop a/c 480 volt 3 phase. Phase to phase is 460. Two of the legs to ground are 277. The other leg reads 12 volts. Is that normal

In order.to get 277 to ground it must be a 480Y/277 volt system. I'm thinking blown fuse on one phase.

It is reading 460 phase to phase on all legs even the one with 12 volts to ground

Kinda sounds like it's time to pull an electrician in, something weird is going on and it'll mean opening panels and maybe the feeding transformer.
