I'm unsure as to how I should proceed on a job. These folks have damage to their service entrance conductors between the weatherhead and the meter box and have asked me to replace that SEU cable. The meter box has a main breaker in it. The SEU cable service entrance conductors going from the meter box to the circuit breaker panel are in good condition but they only have two conductors and a bare wire. Am I required to replace those with a three-wire SER cable as I will be working in the meter box to replace the other conductors? I know this is required for a new service. If so, would I then be required to replace their CB panel as it has no separate ground bar, is old, and I may not be able to find an approved ground bar for the panel...then I'd have to replace the breakers that require arc-fault...see how it all adds up?

I guess what I'm asking is if I go into a box or panel am I "REQUIRED" to bring everything up to code that is in that box or associated with it?
