In a commerical building with an emergency generator backing up life safety as well as non-life safety process loads, are two transfer switches required? One for the life safety system and the other for the anciliary systems? In article 517 depending on the size of the service there may be as many as three emergency branches, but I could not find this requirement in any of the article 700's unless I am missing something?

Article 517 only applies to health care facilities. Article 700 would be the correct reference for a non health-care facility (although 517 does reference 700). If you have emergency lighting/systems on a generator, the generator must be level 1 and those systems on their own transfer switch, segregated from non-emergency loads.
