I'm trying to find the code section in the NEC 2008 & Con-Ed blue book. For maximum length allowed of the service entrance cables from Con-Ed end box to the service switch. Both are in the electrical room.

I don't think that there is an actual length. I've seen from 10' to 20' with both being approved during plan review. I think that the design should consider the shortest possible route to get past plan review.

Where I am it was a local building code requirement no more than 3' into the structure from meter to main. Pretty much everything here was sub-feed from disconnect unless it was back to back. Now with 2020 NEC it's a moot point.

I did find 230.70(A)1

(1) Readily Accessible Location. The service disconnecting means shall be installed at a readily accessible location
either outside of a building or structure or inside nearest the
point of entrance of the service conductors

Yes that's the applicable code section. Someone would need to tell you what the local definition of nearest is.
