The requirement for a containment is fairly new. Older fixtures may not be able to contain a explosive failure of the MH lamp, even if they have a lens. There are newer lamps that have a built in containment, and they have a longer threaded base and the fixture has a matching socket to prevent the use of a lamp without built in arc tube containment.
As far as I know this only applies to Metal Halide lamps and not other types of high intensity lamps.
