How can steel electrical boxes be placed in a 3 hour rated wall?

I agree with Sierra Sparky, You may find a tested membrane penetration with a steel electrical box wrapped with putty pads.

I would recommend contacting a company such as 3M or Hilti and see what tested systems they may have.
