This Exception No. 2 eliminates the requirements to securely fasten the the moving end within 12" of the equipment for a length not exceeding 3 ft (or more depending on LFMC size) where "flexibility is necessary".

What does "flexibility is necessary" mean?
Is flexibility include vibration?
Flexibility to ease device replacement?

IMO flexibility is either something actually moving or simply vibrating. It can also apply to something that may need to be occasionally shifted like a hard wired appliance.

Another good example is a motor on a slide base that needs to move in order to tension belts.
