You left out the word "masonry", that is what they are saying is in direct contact with the earth. The masonry slab would be in direct contact with the earth and therefore a wet location.

Read it again. There is no punctuation. I don't have an electronic version of the code so I hate typing it out. I didn't "leave it out", I just didn't type it. "in concrete slabs
or masonry in direct contact with the earth". That is pretty clear to me. Add a little logic to it also, please. Concrete above a moisture barrier, or in other words, about the barrier specifically designed to keep the concrete from being in contact with moisture.
