License Required For Industrial Jobs?

Im a E2 working on a very large industrial project. Currently we have 120 Workers on the job but half of them are latino, don't have a license, are bending conduit, pulling wire and terminating. Many of them make some licensed guys look pathetic, some not. A lot of the workers are husband and wife combos or families even some young woman that might be under age.

My question is, is this allowed? I was told that there is a industrial loop hole to allow this.

if you are an E2, do you have a copy of the state rules?
I often see posts that the rules are different for industrial locations, licensing or code. Most of the time it’s no.
In WA, if you are working for the property owner full time, you are not required to be licensed, but permits and inspections are still required.
And the NEC does not define an industrial location, we know what it isn’t.
