My guess is the answer would depend on where the oilfield is located. If you are working in a jurisdiction that requires its electricians to be licensed, I would think the answer would be yes. The industry should not matter.

Sometimes a big industry like that finds ways to get around such rules though. Maybe not as much anymore as they used to, but anyplace where they already are exempt they will fight to keep it that way.
