I think it really depends on the state and state laws - all are different - without getting political - it is - it depends on the laws of your state.
Until recently for a nation wide maintenance firm for controls to come to CA and do a whole bunch of work on say some FA or automation work was no problem. Laws recently (as 9 years) have changed so they could not "DO" any work per se, but could 'parts and smarts' it. i.e. provide material, and tell local contractors the scope after design by them. As they can not legally contract or have their guys install anything over a 100W light bulb by varied laws.
