License requirements in municipalities.

I am aware of a master b electrician working in Iowa city, Iowa. I am pretty sure the city does not recognize his license because it’s a B. He has been employed in very sensitive job where safety is at a high. Is it possible he has been working unlicensed this whole time? And for those wondering, he failed his masters test and a famous Iowa inspector pushed it to a B (buddy).
