Licensed in Harrisburg PA

I would like to get my Harrisburg city masters license. I Harrisburg PA. I'm getting some conflicting information on how to do so. I'm signed up now to take the Philadelphia ICC test. I was told after passing submit that to Harrisburg and they should issue me a Harrisburg city license. Is this true or is there another test to take.
