If your doing an interior commercial renovation....say 15-20k sq ft floor with 12' ceilings what would determine whether you work off a lift or ladder for ceiling installation task?
 
Depends on the stage of the job and what you're running. A large rack of 4" conduit a lift is better. For MC cable either one although for an open floor the lift may be faster. Also depends on what's in your way, if the walls are all up then the lift might not save you any time and may not get into tight places.

And do you mean 12' to the deck, or 12' to the ceiling, as in drop ceiling or hard lid? 12' deck, I might even consider a Baker scaffold, 12' ceiling, a lift would be better in most cases except as infinity stated about walls being in the way. a 12' ceiling means 10' ladders. They get tiresome in an 8 hour day.
 
12' to hung ceiling not the deck. No conduit racks. It is all EMT and no MC cable allowed. Would you need (2) lifts in a 200'x80' space that's interior gut and new install?

The number of lifts depends on the number of guys you'll need working on them at any time. If you need to have 4 guys working on stuff above the ceiling simultaneously then you'll need 4 lifts. Since your deck is over 12' lifts would probably be better than 10' or 12' ladders.

Correct so running bracnh conduit above ceiling you may just have one guy? Installing lights above ceiling may be just one guy?

I usually think three guys on lifts one helper/apprentice on the ground.
