Light Above Sink

I have a customer wanting a fixture above a kitchen sink. She wants it to hang down as low as code will require. What is the minimum distance from the sink/faucet head to the bottom of this fixture?

NEC 410.4(A) discusses damp and wet locations. 410.4 (D) discusses pendant fixture over a bathtub. Those are the only two references that I know of that discuss this and they really don't apply to this installation.
