Light fixture supporting means

Is it permissible to hang a 4 foot and or 8 foot fluorescent industrial light fixture from surrounding conduits. This would take place in a large Mechanical room. The contractor has hung fixtures from various sizes of feeder conduits that serve other equipment etc.

I can not find any reference to this in the NEC.
