Light pole ground rod

We have light poles located without ground rods, as I don't believe they are required. Now they want a separate circuit run to power an outlet on the pole. This seems to nullify the 250.21(A) exception and will now require a ground rod at the pole. Any way around this?

I don't see a light pole as a structure according to the article 100 definitions of structure and equipment.

Equipment. A general term, including fittings, devices, appliances, luminaires, apparatus, machinery, and the like used as a part of, or in connection with, an electrical installation.

Structure. That which is built or constructed, other than equipment.
