Light Pole Receptacle

Have a job that is being bid in the design stage(not fully designed). There are a lot of light pole with a receptacle on them. They said to figure two conduits to the light pole. One for the light and one for the receptacle. Is that a bad design? I understand if they come from different panels then they may need to be feed from separate conduits.

Separate conduit would be specified for the GC's laborers, to prevent 277v convenience receptacles.

Nobody awards bids to EC's, until permits are held up without them..

No it's not a bad design but it will obviously cost more than running a single conduit. If that's what they want and they're paying for two conduits then that's what you give them. More money for you.
