Light Pole - Vibration Dampers

Looking for some feedback here. We (engineering firm) are considering including vibration dampers in our master spec to apply to all new poles, regardless of size, shape or location. We have been burned a couple times by poles supposedly being damaged by harmonic vibration caused by wind, which are not covered by pole manufacturer's' warranties. (Typical symptoms are cracks above weld line between pole and base plate, loose bolts and parts, detection of humming noise in pole, short lamp life.)

How prevalent is this? How do you see it handled? Is blanket-specifying vibration dampers overkill? (I assume they are a relatively low cost for both materials and installation.)

Luminaire poles are required to be designed for the wind load. I have never seen or heard of vibration dampers, seen lots of poles and am involved with the lighting industry
Are the pole bases grouted? Bases are installed with nuts/washers above and below the mounting plate, then expaning grout put between the base and top of foundation. The ground is to keep animals out, and expands to hold the pole rigid against vibration. Sometimes there will be a small drain hole in the grout.
