Local energy codes may require selective shutoff, automatic dimming, and occupancy centers.
Any of those would require a switch other than the breaker.
NEC may require a disconnect for the fixtures and unless lockable breakers would not qualify

It used to be quite common to just use the CB as the switching for light fixtures as long as they complied with 240.83(D).

240.83(D) Used as Switches. Circuit breakers used as switches in
120-volt and 277-volt fluorescent lighting circuits shall be
listed and shall be marked SWD or HID. Circuit breakers
used as switches in high-intensity discharge lighting cir-
cuits shall be listed and shall be marked as HID.

Their is no way AHJ can enforce light switch for non dewelling. Not in local code but what you are telling me is not in nec 2014 either.

Check out your states energy conservation code which is most likely based on ASHRAE 90.1 (2010). You should be able to access that code for free online, just type "whatever state your in building code".

Most versions of the energy conservation code require manual controls for every room, but there are exceptions when considering the type of space and function. For example, corridors can have automatic controls only if desired provided it meets certain requirements within the code. Please keep in mind that any automatically controlled light fixture that is used for emergency egress will also need to be circuited to the FACP via a relay module to ensure that the lights operate as required during an emergency.

I agree with Jeremy,

Lighting controls in commercial occupancies is covered by the energy codes. Some States use ASHRAE 90.1 other use the IECC (International Energy Conservation Code).

As a design professional you should be knowledgeable in all the codes that would affect your design.

I am not familiar with ASHRAE 90.1 as Utah does not adopt that Standard for energy efficiency.

Under the IECC Section C405 covers Electrical Power and Lighting systems located in commercial buildings.

You are lucky. Ashrae 90 is going to cause murder at some point.

You can say that again. "Industry Professionals" forcing change at the expense of commercial building owners.

The code change basically doubles the amount of electrical distribution and triples the amount of control devices in a building. Funny thing is that the energy savings are a drop in the bucket compared to the initial construction costs. Typical case of people trying to find problems that do not exist.
