Kindly clarify the rationale behind the NEC definition of Lighting and appliance panel such as why the panel supplying purely lighting loads without a neutral is not classed under 'Lighting and appliance panel' category,but under 'Power panel'category and what are the advantages of classing it under 'Power panel'category.Thanks.

The lighting and appliance branch panelboard disappeared in the 2008 edition of the NEC. It is no longer relevant.

If I remember correctly,Mikeholt already gave that information in one of his newsletters.I just wanted to know the rationale behind that 'no longer relevant'definition.Even an educated guess suffices.
 
I think you are asking why this section was taken out of the code. I do not know other than it seemed unnecessary to make a distinction between them.
