It's perfectly legal and would simply be a design choice.

First you need to understand what the NEC calls an outlet.

From Art 100 defintions

Outlet. A point on the wiring system at which current is taken to supply utilization equipment.

In OP it asks if lighting and outlets can be together on same circuit or in same raceways.

A receptacle is an outlet. Lighting has an outlet. A water heater has an outlet. An outlet does not have to be a receptacle and plug, it is just the point where electric power is supplied to something, kind of the transition point between the branch circuit and the equipment being fed.

Can lighting outlets be on same circuit or in same raceway as other outlets? Often times yes. Type of load and other branch circuit rules may or may not allow them to be together. Some outlets can not have other loads connected to same circuit. Some examples are small appliance branch circuits, laundry outlets, and bathroom outlets in dwellings - there may be some exceptions. You may run into certain outlets that can not have other outlets on same circuit or may only be allowed specific items as other outlets. Emergency circuits in a hospital could fit this. There are a lot of places to go with this and specific application is needed to be known to answer the question.

As far as outlets from same raceway - in general any outlet can be fed from same raceway as other outlets. Again a few exceptions, like emergency circuits in a hospital, service conductors can not be in same raceway as non service conductors.

All 120-volt, single phase, 15- and 20-ampere branch circuits supplying outlets installed in dwelling unit family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sunrooms, recreation rooms, closets, hallways, or similar rooms or areas shall be protected by a listed arc-fault circuit interrupter, combination-type, installed to provide protection of the branch circuit.

it says 120 volt 15 and 20 amp circuits supplying outlets in several rooms in a dwelling. That means it will include 120 volt heaters, air conditioners, smoke detectors, fans, etc. if they are on a 15 or 20 amp 120 volt circuit.
