Generally a bad practice but not against code.

General purpose receptacles and lighting can be on the same circuit in residential or commercial installations.

Are you asking if you can have both receptacles and fluorescent lighting on the same circuit?

As far as the NEC is concerned that is acceptable. I have seen some engineers that have specifications that don't permit mixing of receptacles and lighting.
