Lighting Branch Circuits in a Fire Rated Stairwell

Is there any NEC/IBC codes that state a circuit for lighting in a fire rated stairwell must stay within the stairwell? We have installed half of the conduits in the stairwell. Now due to other construction considerations, the client wants us to exit the stairwell, install the conduits outside of the stairwell then enter at each level lighting is required. Let me know if there is any violation with this method.

The IBC says that electrical raceways cannot penetrate interior exit stairwells, except circuits that are serving that stairwell. I do not believe there are any code sections that would prevent you from having separate penetrations at each level for lighting.
