Lighting Branch Circuits, Loads Calcs, Replacement lamping

The archtiect I am working with on a NYC apt. wants to install some fancy downlights in an apartment but wants to use LED replacement lamps instead of mr-16 lamps. I am debating with someone at work on how the lighting circuits should be designed and how the electrical service calc should be done. I say that we should do all the circuits and calcs based on the maximum wattage rating of the lighting fixture (75w mr-16). He is saying that we shouldn't have to account for that and we can get away with using the low wattage LED replacements. I can see it now though, the owner will end up hating the LEDs, 75w MR-16s will be put in and you know the rest. Is there anywhere in the code that someone could point me to to kill this debate between myself and my coworker. Your help is much appreciated. :)

(D) Luminaires (Lighting Fixtures).
An outlet supplying luminaire(s) [lighting fixture(s)] shall be calculated based on the maximum volt-ampere rating of the equipment lamps for which the luminaire(s) [fixture(s)] is rated.
