If lighting calculations are intended to address available power.
Is there a min. amount of candlepower needed for a restaurant
dining room.

The footcandle levels for restaurants vary widely. If it's a franchise restaurant, they'll tell you. If it is one you are designing, it could be very low, if you want ambience, or relatively high if it's a family place, hamburger joint, etc. It is purely an architectural decision. The Code minimum is 1fc.

That's what is required for egress lighting, and in the city, the inspectors actually drag a photometer along the floor.
