Can some one point out the correct resources for lighting design, using fluroescent lighting fixtures, in an underground access tunnel 2000 ft long, horse shoe shaped, 12 feet wide, 9 feet height.

lithonia's website has free design software on it's website and a good overview of lighting design considerations. I would use 1x4 fixtures ceiling mounted.

However, before doing calc's you need to know the "mean" lumen output (from fixture specs), the "reflectance" (%)of the concrete (approx 15%), and desired lumens/sq. ft (IES reccomends 10 lumens/sq. ft for walkways).
 
King's got the correct answer for making it work. With a 2000 foot tunnel, it sounds as if something public might be involved. Just saying that Title 24 and the reality of purchasing equipment, makes it almost required that you contact distribution to have the manufacturer provide all the data needed. They'll provide the design and equipment, you provide the customer, installation and payment.
