lighting control panels in closets

Is it allowable to install a Lite Touch control panel in a closet? 240.24 only specifies over-current protection devices and this is a control panel that only houses class one and class two circuits. The panel doesn't contain any breakers. only power and switching modules.

I dont see a problem with it, art.725 says to follow art.300 part one for the class 1 circuits. It seems to me you can treat it like a regular light switch.
