lighting control system (help what kind is it)

Forclosed house and the previous owner pulled his lighting system out. The wall switches have what looks like 18-3 running to them. In the pantry ther are six 5-gang boxes where the light switches would be. there is also a 18-3 in each one of those boxes. anyone have any ideas?

Likely it is low voltage class 2, switching control with latching relays. One wire of the 18/3 is hot 24 volts, the other 2 wires go to the latch and unlatch coils of the relays.
This system permits multiple switch locations while using 18/3 t'stat wire.
The product is still available. GE made/makes the RR series of relays and switches available 120 or 277 volt 20 amp. The relays come in (2) types. Bus mounted for larger jobs where the relays are centrally located or KO mounted for remote locations.

A commercially available system that uses the latching relays is made by Touch-Plate, and I think they still make the original relay based kit, and also they have a modern upgrade system that uses the wiring of the old system, which may be the best option; check out the website.
