Lighting controller, e-lights and exit lights

Hoping someone can help me out. so we have lighting circuits, e-lighting and exit signage in different conduits but all terminating into one 12x12 junction can and then connecting to the relays. please see picture below. also dont mind the complete mess this guy left us. Any advice would be greatly appreciated. I do understand 700.10 but looking for other opinion.

If they are actually Article 700 circuits, they cannot be in the same raceway or enclosure with any non-emergency circuit. There are no options.
