Lighting energy calcs for commercial operations with process lighting

If a commercial indoor agriculture business uses lighting in a room for plant growth would that lighting also be included in the minimum lighting requirements in 220.12 or does a room require a secondary lighting system that complies with 220.12? I'm wondering because the plant lighting has to be off during part of the day so a person working in the room when the lights are off would be in the dark. When the lights are on they are often not a full spectrum white light and do not provide good illumination for people to work under, great for plants though.

So basically, should I treat the plant grow lights as process lighting and not room lighting, and install a separate lighting system to be used when people are working in the room to comply with the NEC?
 
Does that building have a partial glass ceiling? Agriculture is not listed in the table 220.12 of the 14 codebook. Is it in 2017?
I can see where this will need to be addressed as California can't build plant growing facilities fast enough.

It may be that its allowed to be calculated by the energy code in the local jurisdiction. But that would be to save energy.
It does not seem to fall under 547 either.
