Lighting for a 60 x 80 building

Customer is putting up a 60 x 80 metal building to serve as an antique mall where vendors will rent a 10 x 10 space by the month. There will be 30 spaces total with 8 spaces in the center and the other 22 spaced around the perimeter. The spaces will be like cubicles and will be illuminated by general lighting from overhead.
Taking suggestions for the most efficient way to illuminate this space with the fewest number of fixtures. I am thinking 4ft 4 lamp T8 in 3 rows of 4 fixtures. Lighting design is not my specialty for sure so any help would be appreciated!

I would suggest you go to some kind of similar facility and look around. Most are lighted about how you describe and the illumination is just plain inadequate so the vendors bring their own lights so people can see the merchandise. This inevitably results in extension cords all over the place.

Contact your lighting supplier. They might help you with lighting calculations for the space based on the fixture height and the desired lighting levels to get the most efficient design.
