The house was a ranch on which a garage and a complete add-a-level was done. The rooms downstairs were all gutted to make a new living room, dining room and kitchen, even redoing the bathroom.

The homeowner advised in writing about additional lighting they had purchased but for some reason thinks I should install these items for free because there used to be lights in the rooms. Had they not used up the recess lights in the bedrooms, those could have been used downstairs.

One minute they are very quick to point out things that were in the contract but the next if it's something wasn't they are telling me that "it should have been" or they "assumed it was".

We all know about ASSUME.Bottom line is what was on contract and print and it needed to pass code.Beyond that i see nothing they can do.Have you been paid in full ? If not this all sounds like they just want a lower bill

Does a house that was gutted even fall under the rehab code? I don't think so. Sounds like the homeowner from hell. Hope that you have everything in writing.

A 100% rehab and an add-a-level probably won't fall under the rehab code - unless the building has some historical value, but that theory is probably shot with the add-a-level which changes the property.

I suggest you get in touch with the proper AHJs and end this game.
