Lighting design is a black art regardless of how the contract is set up.

Seriously though, you need to offer some clue about how the space will be used to get any meaningful input. One thing to do though is to quietly and discreetly talk to a sales rep from whichever brand of light fixture you like best. They'll offer you a package with a reasonable design (a good starting point), quantities, cut sheets and pricing too.
 
I've done a couple of those. They both had a LOT of 2x4's... almost half the ceiling had a fixture rather than a tile. BUT! they also had a lot of switching because of the multiple uses the room had throughout the day.

These "sub areas" and secondary uses will dictate where the fixtures need to be set (and how switched) more than the total area of the room.
