Lighting panel addition

I have a 480V lighting panel with a single conduit run coming out to a junction box, branching off to my lights. I need to add more circuits. I am adding an additional 480V panel next to the existing one. Is it legal for me to bring my remaining light circuits out of the new panel, into the other panel and out through the single conduit run to my junction box? Thanks.

Maybe.

You must meet the requirements of 312.8 in order to use a cabinet containing a panelboard as a raceway.
