Lighting panel as a splice point/raceway???

So very long story a little shorter - I have a lighting panel fed from a UPS. Two of the loads on this panel are now deemed to not require the UPS as redundant power. Can I just pull these 2 circuits off the breakers, and splice them up and run them out of the lighting panel to a different panel. Use the existing panel as a splice point and a raceweay. I can't seem to find any prohibitions - any help???
