Lighting Protection

Wouldn't the lightning protection of a building that houses a swimming pool protect the occupants of said swimming pool from electrocution in case of a lightning strike due to the equipotentitial plane?

Depending on the quality of the grounding, and whether it was a nearby hit, the step/touch potential still might be harmful.
