Is lighting protection system required per NEC?
There's only one section 250.106 but it doesn't say much about it.
For instance, shall be lighting rods installed on hospital building. If so, where is in code that says so?

No, lightning protection is not required by the NEC.

Lightning protection standards are NFPA 780, but I don't know of any jurisdiction that has adopted that as law.

Local building codes may cover lightning protection and require it in some cases, but usually it's an engineering and design issue.
 
To that I will add that NFPA 780 provides a process for performing a calculation, the results of which tell you either that a lightning protection system is warranted, or that one is not warranted. It does not ever require one. It just gives you the information that will allow the owner to make an informed decision.

By the way, isn't it wonderful to have our smart phones correct our spelling mistakes for us, like when you tried to type "lightning" and it corrected you to "lighting"? ;)
