lighting storm and lost of phase at utility pole

Service call: Lost of power on most of lights and some equipment in the shop area. Also 2x4 flourescent lights flickering. My electrician found the problem to begin with was they had lost a phase at the pole. During all this time he had the client shut off the lights. Power was restored however some lights in the office area were smoked and the lighting contactor for the outside lights was smoked at least the coil was anyway . He replaced the ballast and replaced the coil and everything was peachy untill another storm came through (6 months) later . Same occurance. Any ideas out there. He informed me with the breaker off it stills has 30 volts on the hot. Ummm. I'll be going out there tomorrow or the next day to do some research for myself.
 
1. What service configuration, single phase or 3 phase? How many wires?

2. Pole mounted or pad mounted transformer?

Sounds like it might be a neutral issue.
 
Are these lights 120 VAC on the secondary of the clients transformer or are they 277 VAC?
What is the coil voltage?
Did the utility lose the primary leg or secondary?


You could put a contactor in and a phase loss relay. We have done this in boiler rooms that had a recurring problems like yours.

The 30 volts is (I WOULD BET) phantom voltage and you need to do some training of your men in regards to this.
