I have a technician take unistrut and weld it into a C shape and used beam clamp to connect it to a beam and attached a flourescent light to it is this acceptable? I do not see anything addressing this method.

I took beam clamps, a few pieces of strut, some fender washers, some 1/4 20 nuts and bolts, a chunk of all thread, spring nuts, tek screws, jack chain, and some concrete anchors to get the same thing accomplished not long ago.

That is fine. Strut connected directly to a beam to hang a fluorescent light is pretty much overkill but IMO it is code compliant.
