From an NEC standpoint yes.

There will be health department regulations for using flourescent lights above food processes, such as using tube sleeves or other methods to keep any tubes that might burst from falling into processed food. You would need to check with the local health department for their requirements as well as your local building department.

The NEC doesn't regulate the types of light fixtures you can put in an area.

The Life & Safety Code will give you minimum egress lighting, but other than that you can pretty much do what you want.

I put high bay fluorescents in several warehouses I designed at my first job. I like them a lot. :)
 
The new t-5 ones are the way to go for now. LED will come soon but so far they simply do got give off enough light. Yes legal many stores and wharehouses already changed over
