I don't think so, at least as far as the NEC is concerned, Article 280 covers the requirements for surge arresters installed on premise wiring systems. The language for tis is not clear.

I'm not sure what the NESC says if that code applies. Section 19 doesn't say much.

Are you installing them on the high voltage side of medium voltage transformers? If so, you can, but that isn't the best spot. The purpose of arresters in ug installations is to clamp the voltage at the open point where the voltage (lightning) wave will double when it hits the open and is reflected. This doesn't occur at loop feed points.
