Lightning Down Conductor in Class 1 Div 1 area

Is it permissible to install the down conductor for a lightning protection system in a Class 1 Div 1 area or should it be ran on the outside of the building? Does anyone know the code requirements for this? I couldn't find anything in 780 or UL96A. Any help would be greatly appreciated.
