During an power utility lightning strike would having the breakers off provide any protection to electronics?

Yes. Unplugging them provides the best protection. I use UPS units on my most sensitive stuff, thus providing a decent buffer from power line variations even while connected.

If your system has a surge protection device (SPD) that connects via its own branch breaker in the panel, be sure not to open that breaker! :)

Isn't so much protecting anything as it is isolating things. If high enough voltage is present across the breaker contacts it can still jump the gap, but that would about have to be a case of a direct lightning strike to the building and you are going to have some damages anyway.
