Lightning Protection Ground Wells

Power plant environment:
I've always provided a ground well at the base of a down conductor for a more direct path and strike disapation before connection to the plant grid. My new place of employment says they never heard of the requirement, never do it and have never been questioned by lacking this. I don't have access to NFPA 780 but I'm sure that it will support me. Could anybody give me some guidance on this scenario?
 
Lightning Protection Ground Wells

A ground well is a "Christie Box" or a meter box usually made of cast concrete like the type you might find around a water meter in a sidewalk (I'm a city kid). This is also called a test station in the grounding world. it is so you could have access to isolating the down conductor from the grid.
