Lightning Protection in Silos

We are designing a new silo that will store polystyrene beads. It is a carbon steel welded tank. We are deciding between 30 ft or 60 ft for the height. There are 3 existing polypropylene silos next to it. 2 of them are 78 ft in height. the 3rd one is around 30 ft. We do not know if the existing silos has lightning protection. (client is investigating that).

Will the new silo need lightning protection? Especially if the existing taller silos do not have any rods or anything? NFPA 780 only talks about concrete silos (section 5.6). Any advice on where I should get started?
